CMC Assesment & Certification Guidelines

 

CMC is a professional competency and prestige signature that is used to present the management consultants whose knowledge, experience and skills in the area of management consulting have been assessed through unbiased and objective methods and criteria, and whose professional competency, experience and reliability have been validated and recommended by the professional organization he/she belongs to and ICMCI. CMC identification is an important quality in being selected as the proper management consultant by the managers of companies that use management consulting services, in the countries where ICMCI is represented. 

In order to receive the CMC Certificates, it is necessary to:

1.     Be a full Member of IMCB, the national forum and/or Association of Management Consultants in Bangladesh.

2.     Satisfy the conditions specified in competency framework and experience

3.     Adopt the IMCB Ethical Undertaking Documents and sign the CMC Undertaking Agreement

4.     Be assessed as professionally competent by the Certified Management Consultant (CMC) Assessment Committee of  IMCB

A full Member of IMCB is a person who is aware that it is necessary and essential to execute management consulting services in accordance with the IMCB Ethical Undertaking Documents, for continuing and enhancing his/her profession.

 

By signing the Ethical by Undertaking Documents, a Member of IMCB undertakes the following:

§    To give competent, consistent and unbiased services to the consultees

§  To provide confidentiality for confidential information and documents that have been acquired during the time of service and to give out information only within the limits approved by the consultee.

§  Not to use the confidential information of the consultee for the interest of him/herself or the company he/she is associated with.

§   Not to provide competitive advantage to one of the consultees in competition with another consultee, or not to cause conflict of interest between them, through the use of private and confidential information without the knowledge and consent of the consultee.

§     To undertake those jobs where he/she is competent in knowledge, experience & skills.

§  To be careful in considering the expertise, knowledge and experience of other consultants and personnel, while assigning jobs to them and maintain individual's dignity and respect.

§  To notify the consultee promptly of any cases which might affect consistency and objectivity in the process of offering service, and to propose ending the service in such a case.

§  To request fees and expenses in line with the services offered and responsibilities taken: to negotiate and decide on fees and expenses freely and before the service begins.

§  To notify consultee ahead of time of any relations of interest with the suppliers of tools, merchandise and services proposed to the consultee.

§   To respect the intellectual rights of property of consultees, other consultants and consulting companies, and not to use confidential information and methodologies without their consent.

§  To support professional development: not to describe/present services offered in a misleading way, or to speak or behave in such a manner as to damage respect towards the consulting profession, consulting companies and other consultants.

§  To report those consultants or consulting companies, that behave in a manner against the Ethical Undertaking Document, to the organizations or institutions they are associated with.

 

Each step of the CMC Cortication Process is designed to assess he professional competence of the management consultants who are in practice, CMC applicant:

·       Must have at least a Master Degree from a recognized university

·       Must be able to give reference of at least 3 (Three) years of full time professional Management Consulting.

·       Must be able to give references of at least 3 (Three) Managers / Project Leaders from the consultee that he/she has provided services to, to be assessed in terms of meeting the expectations of the consultee, and the level of consultee satisfaction.

·   Must be able to present a written summary of at least 3 (three) management consultancy project that he/she has provided services for (without hindrance upon the confidentiality principle)

·   Must complete successfully first the preliminary assessment process carried out by the CMC Assessment process carried out by the Certified Management Consultant Assessment Committee of IMCB.

·       Must take part in professional development activities and documents every year.

·    Must renew every 3 (three) years the CMC Certificate with IMCB by documenting the continuity of his/her CMC competence.

Experience in the management/internal consultancy, experience in management consultancy project management and training on management science and on management consultancy are important values in determining the CMC competency

 

1. CMC CERTIFICATION PROCESS AND RESPONSIBILITIES:  

CMC Certification process and responsibilities are defined in the IMCB Management Handbook, in the section on Management System Documents, by the Certified Management Consultant Assessment and certification Procedure. It is possible to find the document attached or from the www.imc-bangladesh.org website

 

2. PRE-ASSESSMENT CRITERIA FOR CMC APPLICANTS:

This section describes the preliminary criteria which include the qualities that the CMC applicants must have at the starting stage. Prior to applying for the CMC Certificate, the applicants must assess themselves on the attached CMC Applicant Pre-Assessment Adequacy Table.

 

1. Assessment Criteria and scoring:

Preliminary criteria include the heading of training, work experience and professional activities. For each heading there are Assessment criteria, the units of measure for each criterion, maximum and minimum points. To continue the CMC Certification process, the applicant must have a minimum of 95 out of 200 points. The description of these points are as follows:

a.   Unit points: Points received for completion of each unit of the Sub-criterion. For example, 10 points will be received for every year of “Consulting Work Experience”

b.  Maximum Points: Maximum points can be received from a specific Sub-criterion. For example, a maximum 50 points can be received, which corresponds to 5 years, from the sub-criterion of Consulting work experience. Even if consulting work experience exceeds 5 years, only 50 maximum points can be received in the Assessment.

c.    Minimum points: Minimum points must be received from a specific sub-criterion. The 30 minimum points that must be received from “Consulting work experience” specifies the pre-requisite that applicants must have at least 3 years of consulting experience prior to starting their CMC process. 

 

2.   Criteria Explanations

Education Criteria: 

These criteria cover the CMC applicant’s degree from universities, foreign language knowledge and the personal development and expertise gained through attending training courses (Local and foreign) and programs that he/she has taken.

 

Diplomas and Degree Received:

Undergraduate, graduate and post graduate sub-criteria are the degrees that the candidate has received from universities. In order to receive points for these degrees, the applicant must have these diplomas. The applicants are expected to have master degrees.

 

Foreign Language Knowledge:

Applicants may specify 2 (two) other languages besides Bengali in which they have ‘good” reading, writing and conversational skills. For the above specified knowledge for each language, 4 (four) points will be received. For a level of knowledge below “Good” no points are to be given. As the source of foreign languages, Graduation from high schools or universities that teach in a foreign language, stay or work in a country for some period where the specified foreign language is spoken, or taking language courses in a language institute or a certificate of competence of any language obtained will be accepted. 

 

Management Consultancy Training: 

Applicants receive 2 points for each local training and 4 points for overseas training program that they have successfully completed, in the area of behavior and techniques in management consultancy, and a total maximum of 12 points for 3 trainings.

Each of the mentioned training programs must be at least 2 days long, the success of the participants must be measured and the participants must receive a document or certificate as feedback. Training programs that last for a total of 8 days or more can count for two programs. Training programs that do not possess these specifications will not be considered for assessment.

 

Personal Development and Expertise Training:

Applicants receive 2 points for each training program in the area of personal development and expertise training that they have successfully completed, with a maximum total of 10 points for 5 programs.

Personal development training includes training that aims to develop management consultancy competencies. Expertise training must be in areas of management consultancy given, and in Financial Management, Strategic Planning, Information Technology, Human Resources Management, Marketing, Business Administration and Management, Supply chain development, Procurement and entrepreneurship development.

Each of the mentioned training programs must be at least one day long, the success of the participants must be measured and the participants must receive a document or Certificate as feedback. Training programs that last for a total of 4 days or more can count for two programs. Training programs that do not possess these specifications will not be considered for Assessment.

 

Work Experience Criterion:

This criterion is about the applicant’s work experience gained as management consultant, manager and internal consultant. In this section, these also include the projects that are realized as management consulting and the consultees’ references. 

 

Management Work Experience:

Applicants receive 3 points for each full year of work experience as manager and internal consultant, excluding work as management consultant, with a maximum total of 15 points for 5 years.

A position above entry or specialist level in any of a company’s major line of business such as production, logistics, sales and marketing, will be accepted in the category of manager. A staff position in areas such as Financial Management, Information Technology, Human Resources Management and Research & development will be accepted in the category of internal consultant.

 

Consulting Work Experience:

Applicants receive 10 points for each full year of Management Consultancy work experience as part of a Management Consultancy company or as independent consultant, with a maximum of 50 points for 5 years.

A full time year corresponds to 1,200 work hours. These hours include the time allocated for services provided to consultees, for marketing and sales of consulting services, for development of new methodologies and competency in consultancy, and the administrative work that these tasks involve. It is necessary to collect at least 30 points from this criterion. 

 

Consultee Reference:

Applicants receive 5 points for each reference from his/her consultee about his/her work accomplished as part of the consulting service. With a maximum of 25 points for 5 references. There may be a maximum of one consultee reference given by the applicant from an establishment where he/she is the manager or the internal consultant. For a reference in this category, the applicant must have worked in the establishment for 3 years. The reference given by the applicant must be related to the work realized in different establishments.

In the preliminary Assessment stage, it will be adequate to supply the names, addresses, and telephones of the reference persons/companies. The applicant will  

have agreed that in the assessment stage, information from the references will be requested via the “Consultee Reference Form”. It is necessary to collect at least 15 points from this criterion. 

 

Project Summaries Submitted:

Applicants receive 5 points for each submitted summary of Management Consultancy project which they have realized, with a maximum of 25 points for 5 projects.

It is necessary that the applicants have worked for at least 2 man/months in the presented project. Each project summary must have the objective and scope described in the application from. It is expected that project presentations come from different establishments. However, if the applicant has realized projects in the same establishment with a duration of 1 year or more per project, 2 projects from this establishment may be presented. It is necessary to collect at least 15 points from this criterion. 

 

IMCB Membership:

CMC applicants must be full members of IMCB. Members applicants receive 5 points. 

Other Certificates Acquired:

Applicant receives 5 points for each of his/her other professional Certificates, with a maximum total of 10 points for 2 Certificates.

Applicant may have received these Certificates from establishment in the country or outside the country. The mentioned certificates must require expertise in a certain area: the selection, assessment, and validity criteria must be transparent and systematic: and the certifying establishment must be recognized. 

 

Professional Activities:

Applicant receives 3 points for each of his/her professional activities in the last 5 years, with a maximum total of 15 points for 5 activities. The following are examples of professional activities.

·       To work/have position at IMCB and/or ICMCI Board/Committee

·       To work in the Executive Board of a professional body, chamber of foundation

·       To give presentations, or lectures in seminar, panels, conference, ete.

·       To publish professional books or write articles

·       To lecture in universities in the area of our profession

 

CMC PROFESSIONAL DEVELOPMENT ASSESSMENT CRITERIA:  

The CMC Certificate is to be renewed every 3 (three) years. The members who wise to renew their certificate are expected to assess themselves on the attached CMC Professional Development Assessment Adequacy Table. Therefore, it is suggested that the CMC- certificated members document training programs and activities attended/participated for professional development and file them. Work that falls under the assessment criteria, which are training, work experience and professional activities, span over three years and the minimum CMC Certificate renewal point is 18.  

CMC CERTIFICATION CALENDER:

The members of the CMC Certification Committee and the Coaching Consultants that are involved in the review and assessment of the CMC Certification and CMC Certificate Renewal processes, meet every second Saturday of the month, while the CMC Assessment Committee meets every fourth Saturday of the month for a full day work session on reviewing, interviewing and assessment. The Executive Board meets every third Saturday of the month. If work session or meeting dates coincide with holidays, the second work day following the holiday is agreed to be the work session and/or the meeting date.

The interviews for the CMC Certification and CMC Certificate Renewal processes are scheduled according to this work plan. From November 30 until January 31, no CMC Certification and CMC Certificate renewal processes are conducted except for application registration and interview scheduling.

 

CMC CERTIFICATION FEES:

Certification Application Fee       BDT 5,000/- to be collected at the time of application

Certification Fee                      BDT 50,000/- to be collected prior to the presentation of the Certificate.

Certificate renewal Fee               BDT 25,000/- to be collected at the time of application.

Note:

1. The US Dollar effective purchase rate of the Bangladesh Bank on the payment date is applied.

2. The payment may be made against an invoice issued by IMCB Secretariat

3. The IMCB membership outstanding fees are always collected prior to the Certification Fee.
